Architects Endorse Design-Build Amendment to National Defense Authorization Act

WASHINGTON (May 22, 2014) – The American Institute of Architects (AIA) lauded the inclusion of an amendment to the National Defense Authorization Act (NDAA) by Rep. Mick Mulvaney (R-SC) that is based on H.R. 2750, the Design-Building Efficiency and Jobs Act.

Rep. Mulvaney introduced the amendment on the House floor Wednesday as debate on the NDAA commenced, and it was successfully incorporated into the NDAA.

“For the government to get the most out of taxpayer dollars, procurement rules must be reformed so that architects and designers can deliver projects that are safe, productive and sustainable–without fear of losing money in the process,” said AIA CEO Robert Ivy, FAIA. “H.R. 2750 would do just that–in the process, allowing a predictable number of design/construction teams to submit proposals and spurring more design-build competition. …We commend Rep. Mulvaney for introducing his amendment–one that can save money for both the federal government and taxpayers.”

Rep. Mulvaney said of the legislation, “I was proud to introduce and pleased the House passed this amendment to the National Defense Authorization Act. Through streamlining the process by which federal building contracts are bid, it is my hope that a greater number of architecture and design-build firms will have the opportunity to participate in this process.”
